The process is flexible giving you, the customer, full control through an iterative process and does not have to commit to progress or award any contract until project is defined sufficiently and Total Out-turn Cost is developed for consideration.
This way we will inevitably have a deeper understanding of the solution proposed which also decreases exposure to variations and can therefore make more informed decisions as to the execution strategy should project then proceed. End-user will own the design phase outputs and deliverables.
This approach will reduce the likelihood of variations later in the project and ensure better decision making before committing to full execution.
